Empire Biofuels Plans to Build Plant at Seneca Army Depot
Instead of Seneca Falls

August 1st, 2006 - Seneca Falls, New York
We wish to thank everyone who worked with C.A.R.E. SF to make our Seneca Falls community aware of the safety, environmental and quality of life issues surrounding the operation of an ethanol refinery within a mile of our most densely populated neighborhoods. Together we saved agricultural land from being re-zoned for industrial use.

Reasonable people can disagree on the viability of ethanol as an alternative fuel source. It was the proposed location that we opposed in Seneca Falls because it was much too close to our established schools, recreational facilities, tourist attractions and numerous residential properties. Each person who took time to educate themselves on the issue, attend meetings, write letters and e-mails, sign our petition, distribute fliers, make phone calls, or stand at a podium to speak, played a vital role in this result. Thank you for expressing your concern for our wonderful community in a very meaningful way.

We wish to extend our gratitude to Senator Mike Nozzolio, Assemblyman Brian Kolb and Governor George Pataki for their efforts to secure the location and services at the former Seneca Army Depot in Romulus for the proposed Empire Biofuels plant.

We also commend our Seneca Falls Town Board members for following the proper site evaluation process and respecting our local zoning laws.

Our Mission and Text of Petition: "We CARE about Seneca Falls and the protection of agricultural land. We believe Empire Biofuels' currently proposed site for an industrial ethanol plant on the "Van Cleef Farm" (just northeast of the village on 5/20) is simply too close to our schools, waterways, parks, and the most densely populated areas of our community. The noise, odor, hazardous materials, and truck/train traffic of an ethanol plant at this site, would unnecessarily threaten our public safety, natural resources, tourism industry, economic development, quality of life and property values. We urge our elected representatives on the Seneca Falls Town Board to protect the integrity of our zoning laws, the character of our community, and the safety of our residents by denying Empire Biofuels' industrial re-zoning request." Our Town of Seneca Falls elected officials were legally obligated to investigate the full impact of an ethanol plant
on our community under the State Environmental Quality Review Act (SEQR) because the project required re-zoning a significant amount of land from agricultural to industrial use. This process required the preparation and submssion of a full Environmental Impact Study by the applicant, Empire Biofuels. We thank our local officials for following the established zoning and environmental protection laws.
